They recently updated some of the lottery information.

Just remember, anyone can join.

Who is eligible to enter?
All LOTRO players with game and community accounts in good standing are eligible to enter the lotteries. This means all Free, Premium and VIP players can participate.

New Lotteries, new times!

We've made some adjustments to the LOTRO Lotteries based on player feedback.

A large number of new items have been added to the lottery system with more on the way. Including many player suggestions. Including items that were previously store exclusives.
Lottery level ranges have been adjusted.
All lotteries have had their max number of winners increased (better odds of winning).
Lottery start and end times have been adjusted to give players more time to enter.
Added a new regularly scheduled lottery to help with the distribution of appropriate winnings across level ranges.
More random and 'special' lotteries for holidays, special events, and just because lotteries are FUN!
